[hpsdr] Penelope USB Blaster connector ?

If you want to program the FPGA - P3 (due left of the FPGA if looking 
at comp side of board, Atlas connector edge down). If the ROM P2 - in 
the upper left corner of the board.

In both cases, pin 1 can be found looking for the square pad on the 
header on the solder side of the board.
