[hpsdr] graphic card sdr

hmmn this is talking about a different subject, the gpu replacing a the 
cpu, but still using a fpga to downconvert first

i was investigating the possibility of a gpu replacing the fpga 
completely so that the adc was pluged into the gpu which did all the 
processing so just using the pc for the gui
