[hpsdr] Kiss Konsole under Windows 7

At  the moment there is a problem running KISS Konsole under Vista.  I'll 
put a full explanation as to what the issue is on the Wiki shortly.

In the mean time has anyone been able to run KK under Windows 7?  If it 
fails then we can get an indication as to what the issue is by running KK 
from the command line as follows:

"KISS Konsole.exe" 2>&1 | tee rlog

and looking at the contents of rlog.
