I never thought to check Windows > Control Panel> Mouse > Wheel.  The 
default was set to 
3 lines at a time for scrolling, when set to 1 line at a time, this  
corrected the step size when
scrolling with the mouse wheel. (I am using Logitech wireless mouse and  
keyboard)
