[hpsdr] Ozy/Mercury Protocol

The latest Ozy does partially implement the 1.22 doc I just had Phil 
update.  Full duplex mode is now in the latest Ozy/Mecury FPGA code 
which Phil is testing with KK I think.  After that I assume it will get 
put in PowerSDR.  There is partial support in this new code for 8 
Mercury boards - just the ability to pass each of them a unique 
frequency.  There is more I need to do in order to fully implement 8 
Mercury data streams.  We need to decide which Atlas bus lines will pass 
the data, implement a unique ID for each of the Mercury boards so each 
board knows which data line to send its data on, and whether the async 
USB protocol now being used in OzyJanus.v will even support that much 
data.  The way data will be sent for multiple Mercury streams may have 
to be changed a bit.  Anyway, full duplex for 1 Penny and 1 Mercury 
should be close to being ready.
