After I clicked the link, I then clicked on Hdl Chip Design...... (40.6 
MB)  download

That sends me to a page requesting I type in a 3 character code next to 
the button marked download, which I did.

Then I clicked on Download from rapidshare.com

Then on the next page I clicked on free user

Then a countdown timer appeared, after which it downloaded.
