[hpsdr] Support Page added to hpsdr.org

Thanks to Scotty, WA2DFI I have just posted  a support page to hpsdr.org

This page has links to Schematics, Bill of Materials, PCB files, FPGA
software install in the new boards at the time of shipping, and the test
procedure used by TAPR before shipping.

This should be a tremendous resource for those building their own boards.
