[hpsdr] Mercury - Extended Frequency Range above 65MHz

Hi Bill,

thanks in advance.

I found out that you can now go to higher frequencies above 65 MHz when you
enable XVTR and select VHF in bandselect. Probably the code for the
frequency should be correct when you select offset=0 in the XVTR table.

Could you please check it? 
This would be a preliminary workaround for me.

Probably need some mods to the code to move the limit.     Guess I 
could pull the limit into the HPSDR setup page.  Will add it to the 
to do list.
