[hpsdr] No power output for Transverters - now fixed

Yeah - was wondering if anyone would notice that.  What's happening 
is when going to the transverter the gain from the gain by band table 
is not being applied.  So much for getting away with the quick 
fix!  I'll add getting full power for the transverter on to the list.
