I followed the instructions found in the USBBlaster-binaries directory
README. 

Found one issue most likely specific to my configuration - but it MIGHT
want to get added to the FAQ.  IF you already have a parallel cable
ByteBlaster, you're going to run into trouble because it is going to see
more than one cable.

You need to modify the Program-Mercury-EPCS16.bat file to add a switch
to tell the program which cable to use:

Example:

c:\altera\81\qprogrammer\bin\quartus_pgm -c USB-Blaster mercury_v2.3.cdf

Hope this helps someone. 

After running through the setup wizard, and also setting the options for
Mercury options for Dither and Random - the Mercury is acting like I
would hope it would!  It is great!
