[hpsdr] Higher sampling speeds

Alberto,

The current Mercury FPGA code only supports 48/96/192kHz sampling rates 
- but hey, it's only software :)

No it does not have to be PowerSDR - but that is where Bill, KD5TFD,  
our only volunteer is working at the moment.
