[hpsdr] New Quick Startup Guide on Wiki

There is a new page on the wiki for review, that has links to required files, instructions and should help resolve most common basic setup issues with Mercury/Penelope/Ozy combinations.  As the project moves forward, we'll do our best to keep that up-to-date.  Please let me know if there are any inaccuracies or missing information.  Here is the link:
