[hpsdr] sleep.exe .NET Framework Initialization Error

Found the problem with this one. The Quick Startup Guide is pointing to the >NET "Compact" Framework 2.0 Service Pack 1.
It should be pointing to the non-compact version.

I removed the "compact" version via Start/Control Panel/Add/Remove programs. Then Downloaded the correct version, and error 
message went away.
