[hpsdr] Mercury V2.4

All:

In support of upgrading to 2.4, I recommend that after the upgrade, that
you restart your HPSDR hardware and your computer.  I had some
odd behavior in Mercury 2.4 that totally disappeared after re-booting.

In other words, after upgrading the firmware, it appears to sometimes
clear things to do a total reboot of the Host PC and the associated
USB drivers.
