[hpsdr] New HPSDR Startup - Further Yet

Dave (WA8YWQ) suggested that I simply modify the bat file to account for the new service pack.  That done the Blaster completed correctly.
I have attached the modified bat file (since I have no idea how to get it into the release system) and I will have to modify the other bat's as well.
