[hpsdr] I2C codes

Hi Alberto,

You are correct. Since we have TLV320 chips on Janus, Penelope and Mercury we run out of unique I2C addresses. So for Mercury I use the SPI interface and set the TLV320 up via the FPGA code - there is no need to change it via the USB I think.
