[hpsdr] PTT and CW with Penelope

Yup.... this is a glitch.  We've got PTT and DOT overloaded as the 
same signal.  Will change it in a future firmware and PowerSDR 
release to make DOT and PTT independent signals - then we'll be able 
to do what people are expecting.
