[hpsdr] Phoenix status

Dear all  
Phoenix is living up to its name = it rose and disappeared = now on the move again
I heard some questions on the recent teamspeak recording

I have finally settled in a remote part of N Australia as part of the job
Have a microscope = still trying to get a soldering solution. I bought a brand
new Weller Soldering Station = already the tip is oxidized. Maybe it is the
solder I have been using

Anyway will order a micro soldering iron and several tips and solder

Altas/power supply is working
Assembly of the Phoenix is partly complete
Will have to order a USB programmer to program the CPLD 
Phil has done some tests = DDS/mixers all work but there is a fairly high level
of spurs = this will need some thought and redesign

I will post the current bundle of libraries/schematics/PCB on HPSDR.com if
someone will give me access.
As for licensing = how to assign this to the TAPR Open Hardware Licence?
