[hpsdr] Programming Penny: EPCS4.bat needs a minor but important change

If you are finding that Penelope won't program for you with 
Program-Penelope-EPCS4.bat, but Mercury programs fine with 
Program-Mercury-EPCS16.bat, it is likely because line 9 of your copy of 
Program-Penelope-EPCS4.bat reads:
sleep 3000
when it should read:
msecsleep 3000

Make the change and it should program with no problem.

If you don't make the change, it won't work for you unless you are 
EXTREMELY patient.

I suspect that this will be changed in the svn after this post ;)
