[hpsdr] JTAG Mercury programming problem solved.

Hi All,

I solved the JTAG program problem when using an usb (clone) programmer.

A resistor of 1K from the tck pin to gnd did the trick (placed the resistor between pin 1 and pin 2 of J7).

Hope this will work also for others which run into the same problem.
