[hpsdr] HPSDR Update

All,

I've updated the bat files that load code into the Penny and Mercury FPGAs to allow the use of either Quartus Programmer V8.1 or V9.0, see

svn://206.216.146.154/svn/repos_sdr_hpsdr/trunk/USBBlaster-Binaries

I've also added a new section on the Wiki pages to collect ideas for a possible preselector project.  The page is called  Anicetius (or Anie for short) and named after the brother of Alexiares (the Alex HPF/LPF project).
