[hpsdr] LPU build instructions

Hi All,

Thanks to Steve, N5EN for pointing this out.

There is a typo in paragraphs 2 and 3 of section 5 of the LPU build 
instructions.  It should read "solder heat sink pins" and not "solder 
regulator pins". The regulator IC pins are soldered in the last 
paragraph of step 5.

This is just a quick heads up until it gets corrected.
