[hpsdr] wiki - 'talk' pages

Every user has an associated talk page and you (in our wiki, only logged
in users) can leave messages for them there.

You can 'sign' your message by following it with ~~~~ (four tildas); the
media wiki will insert your signature, the date and the time.

When a message is left on a user's talk page - they will get a banner at
the top of the page they next time they log in tell them there are
messages waiting.....

They can reply there....
