Working for me here.

There seems to be some issue with DNS lookup.  If you continue to have 
problems, try it without the www (http://tapr.org/kits_pandora.html).  The 
site responds to either www.tapr.org or tapr.org.  Why one or the other 
doesn't work at times remains a mystery.  Seems like the problem 
bounces around different parts of the country (or world).  I first noticed 
almost a month ago.  Since then I get reports off and on from different 
folks, but it hasn't repeated for me so far.
