[hpsdr] Firmware Update.

After I first did the upgrade all was FB.
I moved the boards from development Atlas back into case I built and experienced similar issues as others have seen. I powered all down recycled power and PWRSDR and all came back FB again.

As other guys reported, Mercury relay is chattering at the same time LED D6
is flickering.
Preamp Off is reducing the chattering. At the same time glitch noise
occured.
HOWEVER, SEVERAL minutes passed after the power-on of ATLAS, the phenomenon
disappeared.
Peamp On is OK, the clock 122.88MHz with Penny is OK as well(both 122.88MHz
and 10MHz with Penny is working without chattering and noise).
