[hpsdr] Penny with New Code

Has anyone tried Penny with the new code yet?  I ask because, although 
the PowerSDR interface seems to function correctly, my output power is 
about 12 dB down, as if there is a 2-bit shift right that's crept in 
somewhere.  I can only get about 25 mW on Tune, even with the drive at 100%.

Would be interested to know if I am the only one with this problem.

I tried disabling the ALC by removing R14, but there was no difference.
