[hpsdr] Come and get it, code's ready!

Hi Bill, Phil, Kirk,
just updated Penelope and Mercury successfully within a few minutes. It 
works fine with the KD5TFD May 28 version of PowerSDR (even with the old 
mdb-file). Previously occasionally occuring short dropouts are gone. Great!
