[hpsdr] Firmware Update Directory?

Nigel

OK. I think the problem is that the .bat files only know about up to V9.0 SP2 so far. So edit the .bat files to add reference to the location of the V9.1 files.

If the quartus programs are in a different location then the .bat files will need to be edited to reflect the changed location. (I think there may be a version 9.1 available too.)
