[hpsdr] Firmware Update Directory?

Nigel gets an error message "path not found" right after running 
(double-clicking)  .bat  file. So it seems like Windows can't locate 
cmd.exe file to run .bat file.
Nigel, type cmd into Run (Start menu - Run). What do you see then ?
