Just as a data point, my Pennywhistle kit arrived yesterday and I built 
it today.

With 0.2W drive from my K3, I get: 14.2 to 15.5W out on 160m - 15m; 
10.1W on 12m; 12.4W on 10m; 10.3W on 6m. DC current is 2.0 to 2.5A at 
these outputs.  The bias regulator current with both pots set to minimum 
output (full counter- or anti-clockwise for those of you who remember 
analog clock dials, such as the H-4 on display at thew museum in 
Greenwich) is 9 mA.
