[hpsdr] Adjusting Pennywhistle quiescent current

Pete:

I use a digital ammeter on a 10 A scale.  That provides resolution to 
about 10 mA steps,
which is plenty accurate.  Since the quiescent current will increase 
about ten percent
from cold to hot, great precision is not required.
