[hpsdr] Never Short a Penelope

All,
I have been back working on the Wiki doing a bit of rearrangement on  
the Community Page and added a new hardware related article "Never  
Short a Penelope" by David Poole, AD9DP.  Dave is still finishing up  
the article on getting the HL-45B to full power using the current  
HPSDR components. We should have that added to the HL-45B article  
sometime this week.
