[hpsdr] OZY Difficulties

I am having difficulty getting my HPSDR equipment operating.

When I plug Ozy in to the backplane (alone) and plug USB into Ozy, I get 
only an 'unrecognized device' in the XP Device Manager.  Only one of 
Ozy's red LED lights, the one marked D12, is on.  Neither the Altera 
tools nor PowerSDR see the interface.

Windows does not know which driver to load, and the VID & PID are both 
0, suggesting that the Cyprus EZUSB chip is not negotiating properly 
with the bus.  I assume that it is not programmed (or worse).

Other boards I have with the same FX2 USB chip are finding their drivers 
and loading correctly.

Early on, When I first received my Ozy board, I did load test code onto 
Ozy & Janus that blinked lights etc.  I don't remember the procedure 
used, it was quite a long time ago.

I am using the code from the 'How to get your HPSDR running' session at 
  DCC in Chicago.  Scotty handed out CD's with all the required software 
as of the preceding Friday, so the code is reasonably fresh.

I have done this on two machines, both running XP.

Any suggestions?
