Thank you very much for your responses, and particular thanks to Alberto 
IP2PHD, Kevin M0KHZ and Graham KE9H, I now have a better idea of what 
happens, and of the comparing process rather than synchronization 
process that takes place.

I had a rummage around on eBay last night and found a piece of kit that 
seems on the surface to be just right, it's a SiGem SGM5610 receiver and 
Active Puck Antenna.  The seller is in England but will post worldwide, 
the price is £19.99 ($32.50) and the eBay number here in England is 
230392673042, he has a lot of them.  Please make your own checks as to 
suitability as I am rather clueless, but it does have a 1 Hz output 
available.
