[hpsdr] Partially built Penelope for sale

After missing the original TAPR offering for Penelope, I decided to try 
building one myself.  I got as far as the top side surface mount parts 
and quickly realized that I don't have the right equipment (or eyesight) 
for the tiny leads on the FPGA and the other devices with ultra close 
spaced leads.

So, I'd like to sell mine to someone who has the right equipment to 
complete it.  I will include the rest of the parts (I spent approx. 
$300.00 total at TAPR, Digikey, Mouser, Mini-Circuits, and Amidon). I 
would like to get $200 plus shipping.

There are a few solder paste bridges behind the FPGA pins and other 
soldering clean up needed. T2 will also need to be rotated per Errata #1.
