[hpsdr] LPU Questions

The kits were shipped before the errata was issued.  The short answer is 
that it's safe to jumper across the fuse locations, as the internal 
protection in the voltage regulators is sufficient, and the fuses (in 
particular, the 5V one) can't handle the load of a full 
Ozy/Penny/Mercury stack without tripping (they reset on a power cycle, 
though, so don't need to be unsoldered and replaced).
