[hpsdr] hpsdrusb source

Hi Jim,

There is no hpsdrusb.c file.  The header file hpssdrusb.h generally 
covers the routines in OZY.c and USB.c that are part of the native 
code FX2 and FPGA loading utils 
(see:  svn://206.216.146.154/svn/repos_sdr_hpsdr/trunk/OzyUtil-NativeWin)

There are also bunch of constants in there that define commands to 
the FX2 firmware ... these constants must match the ones on the FX2 
side  ( see: 
svn://206.216.146.154/svn/repos_sdr_hpsdr/trunk/OzyFX2/Initial/include/hpsdr_commands.h 
)  (Yes it would be better if the two bits of code shared a common 
header file).
