Can you ping it? I can. 
Can you traceroute to it? I can. 
Can you "telnet 206.216.146.154 80"? I can. 
If all three of those work for you, there's a problem in your browser.
If the first two work, then something's blocking your WWW access. 
If only the first one works, there's a network problem or firewall
problem between you and 206.216.146.154.
