[hpsdr] [OT] selling Unlicensed Transmitters

A buddy and I were talking and wondering if someone could quote the
appropriate parts of the FCC regulations that allows selling of products
like  Penelope,  or the various amplifiers that we use,  w/out an FCC
certification.
