[hpsdr] First OpenHPSDR GUI with knobs <g>

John Melton has created a new variation of his emerging C++/Qt 
"qtMonitor". The latest entry in his SVN includes a large *tuning KNOB* 
and *audio level knob*

The application and demonstration works very smoothly with the ghpsdr3 
server remotely:
