[hpsdr] Replaced the FPGA chip in Ozy Board

Merv:

There is no resident firmware / software on the Ozy board, other than
the bootloader which is in permanent ROM inside the FX2 part.

FPGA code downloads it via USB every time you power it up and
start Power SDR.

Most likely you have some cold solder joints on FPGA pins.
Take a straight pin in a pin vise (from local hobby shop) and poke
every FPGA pin or gently push between every pair of pins to look
for a pin that moves and is not soldered.
