[hpsdr] Can Penelope transmit on 500 kHz?

There should be no problem in the hardware transmitting down at 500 
khz.  You may have to tweak whatever software you're using to get it 
to allow you to transmit on 500khz  -- PowerSDR will think it is out of band.
