[hpsdr] Mercury FPGA toast

Hi Chris,

I had similar problems after installing the LPU but managed to obtain 2 
replacement EP2C8 FPGA's from Farnell in Australia who still list that they 
have 9 chips in stock in Singapore.
If you Google Farnell and in their website you search for the chip you will 
see them.  It took about 2 weeks for the chips to arrive.  They are around 
Aus $26 each.

Still waiting to try to get my replacement chips soldered on to the boards!!
