[hpsdr] libusb, Vista/Win 7 and Kiss now working

It doesn't work on Win7 64-bit, unless, of course, I did something wrong,
which HAS happened before.

I finally ran down the bug that caused the libusb version of Kiss to 
not work on Vista and Windows 7.  If you want to try libusb based 
Kiss on Vista or Windows 7 - grab Phli's latest Kiss code from 
svn://206.216.146.154/svn/repos_hpsdr_kiss/branches/VK6APH/KISS 
Konsole/bin/Release.  Then replace the HPSDR_USB_LIB_V1.dll with one 
downloaded from http://tracey.org/wjt/hpsdr/temp/HPSDR_USB_LIB_V1.dll

If a few folks try this out and it works well I suspect Phil will 
pick this fixed DLL up in his Kiss tree.
