See the latest RadCom (Jan 2010 issue) pages 76 and 77 for Peter's 
article and description.

Essentially, it is applying AGC using I and Q to implement a limiter.

I haven't seen Phil's code, but I am pretty sure this is the reference, 
given the citation and the timing :-)
