[hpsdr] Multiple Rx instances on HPSDR on Windows XP working

Thanks to Doug, w5wc, and Ken, n9vv, I now have John Melton's ghpsdr3 
server & dspserver running  on Windows XP and supporting multiple 
receivers on one Mercury.  (I've tried 1 and 2 simultaneous receivers 
(jmonitor), so far.  I'll clean things up a bit and make a package so 
others can give it a try. (I'm using vs2003)
