[hpsdr] Penelope I2C Documentation

The only I2C device on Penny is the TLV320AIC23B -- it's wired to I2C 
address 0x1b.  The specific things you can write to it are in the 
data sheet for the TLV320AIC23B or peek at initozy11.bat to see how 
PowerSDR initializes it.
