[hpsdr] evaluating new $40 power supply

This little supply is just an inexpensive experiment.
The TAPR LPU is a *fine* power supply for the OpenHPSDR
gear. PC Power Supplies are inexpensive now and
they are also very worthwhile as you try different P/S
with your gear.
