[hpsdr] Teamspeak items (softcore/FFT)

Hi John,
I must admit Altera licensing totally confuses me at the moment.
I am not sure what you can and cannot use of theirs in open source
type projects.

I have also had some problems with their Mega function libraries. Stuff 
that
works on Quartus II web edition 10.0 does not seem to work when using
SP1 namely some of the vital stuff like hardware multipliers. I get errors
about their own files so I am currently not using the SP1 version.
