[hpsdr] ARRL Homebrew Challenge III... any thoughts

I finished reviewing the rules for the Challenge. And I am wondering if 
a SDR could be built for the cost target of $300? As I interpret the 
rules, I think they want an independent transceiver. I am not sure how 
or if they would factor in the cost of a PC.

So what is everyone thoughts on this Challenge. It would be interesting 
to try and see if a SDR could come out on top.
